Assemblywoman Debbie Smith, D-Reno, is about to introduce a bill. Washoe County School District, Assembly Democrats recognized the bill as negative. They believe that jobs would open a large hole in the budget proposed by Governor Brian Sandoval. The bill was supposed to allow school districts to use part of their reserve funds to finance the rehabilitation of schools and to address crumbling schools side by side to put construction workers back to work.
Earlier she had proposed that money should be funded in operating costs of districts. However, Clark County School District officials rejected it by saying that they rely on that money to make bond payments in the face of property values plummeting. By spending funds like that would mean to restructure its debt at a substantial cost. On the other hand Bill Smith intends to help Washoe County, which has access to much less than the capital Fund-Clark County. He simply wants to rehabilitate his previous school.
So he has stepped up with his bill that would allow districts to use these reserves if it were a financially viable option for them. Remember Sandoval proposal would require school districts to use the money to support basic school.
